A.    Introduction
The term instructional media has been defined in a variety of ways. In some cases, it refers to all aids that are used by the teacher and students. In other cases, it refers only to printed media. This definition is close to a broader definition such as that of Romiszowski (1981: 339) which includes not only electronic communications media, but also such devices as slides, photographs, teacher-made diagrams, charts, real objects and handouts that we use in the process of planned instruction. A key feature of effective teaching is the selection of instructional materials that meet the needs of students and fit the constraints of the teaching and learning environment. Instructional resources usually fall into one of two categories: student-centered and teacher-centered. In the student-centered model, instructional resources can be used for tutorials, problem solving, discovery, and review. In the teacher-centered model, resources are used for presentations of supplementary or primary material in the classroom. In this paper writer try to write about a internet base media as student-centered.
